Tap her on the head lightly and say no and place her on the floor
It may get annoying at first but after a while it will soon sink in!

did the Vet tell you that you couldn't spay her? if so, that's VERY odd. I worked at a Vet clinic for two years and had dogs and cats of all sizes and ages come in and get spayed. you ever see a 5 month old feline uterus? It's tiny tiny....Double check the opinion on spaying her, right now and every time she does the "dance" her hormones are in overdrive and she's masturbating.

i do no longer think of words can describe how lots i like my canines he's a Chihuahua!! i'm getting a kick out of what a lazy bum he's interior the morning. I might desire to arise for artwork at 6AM and once I get waiting I enable the canines out....So I walk into the mattress room and that i pull back the covers and he slowly seems at me with drained eyes and a super yawn, then he slowly gets off the mattress streeeeeeeetches his back then his legs, mopes to the door ears down and tail down walks off the porch lifts his leg on his tree ninety 8% of the time he almost falls over then he mopes back on the porch interior the door and proper below the covers and back to mattress...LOL WHAT A life!!!! I doubt that canines gets off the mattress previously midday!!!

speak with your vet about this behavior, and ask for suggestions, though some of the above ones seem good.. as to spaying, even at her size, it should be easily accomplished. Again, ask your vet, or one that specializes in tiny dogs..

Take her to a dog psychologist... it costs you a fortune and is certain not to work...
Alternatively don't let the randy little devil near your arm... it's only little... they usually just go for legs...
I suppose you could always buy a stuffed dog for it to abuse... video it... and then sell the video to "You've Been Framed" for £250... result...

contrary to popular belief dogs don't mount you for sex, as that's not their chosen position. they rub against you as a form of establishing their position in your 'pack'. they are pack animals and need to be dominated... we all do at some point!
so this explains why girlie dogs do it too. she needs telling off not a date - good luck, and chihuahuas are probably Chinese and not Mexican as people think

just say no and put her on the floor, she will soon understand that if she's a lap dog and wants to say next to you she'll stop doing it.

How about training! Shouldn't be too hard to tell her no and pull your arm away. If you can be consistent, she'll learn.
