Remember that life is LONG and the WORST thing that can happen to you is that you'll be rejected. It seems bad, but really no big deal. Everyone is shy - she's shy too. You'll relate. And once you actually get it over with, the next time you have to make first contact it won't be nearly as challenging.

What you're trying to do is get her into a conversation - if you talk about school, she'll answer about school.
Tell her instead about what you did last night, or this last weekend, or your weird dream that you just had (or make one up). You might have to blab a little bit, but the more you say, the more she will have to respond to. Do this for a few days, even for a couple weeks - if after that time she still isn't "biting", so to say, then its possible she isn't interested in you. Remember, don't assume this after one conversation.
If you feel too nervous to do this to her, warm yourself up by doing this with other strangers.
I was way too shy growing up, myself, so I know how you feel. I honestly think this advice would have helped me.

Ask her what her favorite school sport is and if she would like to go with you to a game. It is worth a shot and would give you something to talk about even if you don't ask her to go with you, you'll have a topic to talk on. Or if she is involved in an activity at school ask her about it.

i know how you feel, but my problem is resolved. if she looks at you, smile. get every oppurtunity you can to talk to her, but since you are shy like me, start a conversation about stuff she likes. this conversation is likely to bloom, and you will find yourself sitting next to her and talking and smiling. good luck! and a good way to get your feelings out is to type a journal or something.
