When a guy does that its so obvious he likes you. The real question is how is he looking at you? If he has a far off, longing look in his eyes he really does like you. If his eyes are popping out of their sockets and he's standing in a puddle of drool he's just got the horn for you. He could've just be admiring the view and was embarressed when he got caught. I think he likes you but is too shy to approach you. He admires you from afar, but when caught turns red-faced and looks away. If you like the look of him too you may have to make the first move.
