Because it's underwear and there's a place for everything. Also bra's are meant to support the bust and stop sagging. Wearing it on the outside wouldn't do that.
In the 'Punk Era' in London some of the punk girls did that and became known as 'Buffalo Girls' inspiring Malcolm McLaren's record 'Buffalo Girls Go Round The Outside'

You could but what would the wisdom behind that be.
I think it works better on the inside.
U should try it one day and see if you like it. im sure it wont be a problem. people wear worst thing nowadays.
Its just one of those thing like why is it slutty to wear a really short skirt but ok to laze on the beach with a bikini? doesnt really make sense.

bra is a functional cloth, wearing it the way you propose makes it a decorative, rather than functional item.
