No, only God can foresee the future. Even Jesus, God's Son could not foresee when the great tribulation will begin. He said neither himself nor the angels know, only God knows the day and the hour.( Matthew 24:36) So, if Jesus did not know about future events, do you think imperfect humans can? No--in fact astrology, the act of looking for omens, divination, etc is detestable to God. Let's examine the Bible to see how God feels about this practice--
Deut 18:10-12---" There shall not be found with thee any one that maketh his son or his daughter to pass through the fire, one that useth divination, one that practiseth augury (often used synonymously with divination to mean the interpretation of signs and omens), or an enchanter, or a sorcerer, or a charmer, or a consulter with a familiar spirit, or a wizard, or a necromancer.(someone who claims to talk to the dead) For whosoever doeth these things is an abomination unto Jehovah: and because of these abominations Jehovah thy God doth drive them out from before thee."
Ezekiel 13:7--"Have ye not seen a false vision, and have ye not spoken a lying divination, in that ye say, Jehovah saith; albeit I have not spoken?
The Encyclopædia Britannica notes that astrology is a “type of divination that consists in forecasting earthly and human events by means of observing and interpreting the fixed stars, the Sun, the Moon, and the planets.” All forms of divination—whether based on the stars or other objects—violate God’s guidelines

Going and looking for answers about your future to astrologers its not the answer look at what the word of GOD tells us about them Deuteronomy 18:10, 12.
10 There should not be found in you anyone who makes his son or his daughter pass through the fire, anyone who employs divination, a practicer of magic or anyone who looks for omens or a sorcerer, 12 For everybody doing these things is SOMETHING DETESTABLE to Jehovah, and on account of these detestable things Jehovah your God is driving them away from before you.

NO. But they can say what they like, if they don't succeed no one thinks they were wrong, because no one expects them to fully know the future, but if they succeed everyone is amazed. Plus, their predictions are vague and can fit many instances, so they are likely to be correct to a degree, if you interpret them to fit. Devines and clairvoyants etc have done this for many centuries now.
