Look at your local Lowes, Home Depot or store of that nature. Get some paint remover gel that you paint on with a brush and let sit for a while...it takes it all off pretty easily. I just can't remember the name of the stuff ! The store clerks can help you find it.

Nitromors and wire wool, but don't forget to wear gloves. Wash skirtings with white spirit afterwards. Keep area well ventilated. Nitromors, and the fumes from it, are flammable.

Paint stripper, make sure you follow the instructions acid will burn , do not try gas lamp you may set fire to the house

An orbital sander, you just need to "cut" the surface so the new paint will stick :)

if you want to save time and don't really fancy stripping the paint off you can use an under coat and then gloss, it worked for me i covered postbox red gloss and it's perfectly white now.

Could try using a wallpaper stripper and scrape it off, but for best results use sandpaper.

if they are atandard skirting its just as quick to rip them out and replace with new - you will need a box of filler
