You mean as oposed to non-fiction novels, I suppose..?
I can tell you the absolute, non-smarta$s answer to this - it is John Bunyan's Pilgrim's Progress. Literary scholars would dispute its definition, strictly, as a novel, but in terms of being a fictional, extended prose narrative, no other work comes close in terms of sales.
