The current criminal justice/sociological buzz about flashers and peeping toms is, if they are not caught and reprimanded early in their careers, they have a tendency to "graduate" to bigger crimes, like rape. So, as there is nothing you can do, just keep an eye on him and understand that whatever force drove him to become a flasher may compell him to do other (maybe worse) things.

If it were me, I would have a cookout or something, and invite my other neighbors, and this guy, and address your concerns, sans the kids of course, in an open, and frank discussion. Let him know what your concerns are, and ask him your questions. He should not have a problem answering them, if he has nothing to hide. Of course, you will want to remain polite, and respectful, but firm. Let him know that no such behavior will be tolerated in a family environment such as the neighborhood. Like I said, if he has nothing to hide, then there should be no problem. He will probably even be relieved, and happy that he does not have to live in fear of being "outted" but if their is a problem, then you will know, because he will not be cooperative in answering any questions you have, and you will know what to look out for. Does this help you at all? ABOVE ALL--- DO NOT DO THIS ALONE WITH THIS PERSON!!!! You don't know what he is like, so make sure that there are others aroud!!!!!!!!!!

There's lots of things to take into consideration here.
Was he drunk?
Did he think it was just a joke.
Did he get sexual satisfaction from this?
Has he done it before/since?
Did he flash at children?
How seriously did the police and the courts take this?

The flashers themselves are normally the least you need to worry about. They're open about their weird behaviour and despite it being in public view don't normally have fantasies beyond showing people their equipment. Be a bit wary, and certainly watch him around children, but don't send out the lynch mob!

I presume he has served his time & wasn`t under stress at the time of the offence & that he has been receiving treatment for his problem, with all that going on & nothing has happened since & he`s on a sex registrar? you shouldn`t be worried but, if you are concerned I am sure someone is in a responsible position to reassure you of his/her current position.

flashers rarely do anything else, they're usually lonely, simple and misguided. most of the ones you have to worry about are devious, they try to befriend families with children, often they are family members who are sexual perverts. If perverts were as easy to spot as a flasher then it would be simple to erradicate them.

I don't think I would be too worried - it was a while ago, and he isn't likely to hurt you! Probably not let children alone with him, otherwise just be civil and keep yourself to yourself, and not give him grief...that's what I would do

If this man is disturbed enough to do that kind of thing, be concerned, if you have children then be worried, keep your eye on the purve, and keep your children safe. good luck.
