Gawking is impolite. If you want to go to the nudist beach for a thrill, do everyone a favor and buy a magazine instead.
Ask for people's consent before taking their photograph nude.
If you're sunbathing nude in a secluded area, leave a bathing suit on a rock to let others know they are approaching an unclothed person. If you're uncomfortable having your suit out of reach, bring a spare.
On a wide open beach, position yourself in the open so you can see people coming and put something on before they get there if you need to.
Get dressed before you leave the nudist beach.
Be friendly, but respect others' rights to privacy.
Avoid sexual activity. It's illegal and offensive.
Advances of an unwelcome or unwanted nature are not acceptable anywhere, and especially at a nudist beach.
Be Prepared. Sometimes, the nudist beach doesn't have any amenities. Bring water, food, towel, sunscreen and anything else you need.
Keep the nudist beach clean. If you carried it in, carry it back out

Never gone to one myself, but some of my friends did (a male-female couple). They said it's considered bad etiquette to wear clothing on a nude beach, you gotta get naked too - otherwise it looks like you're just there to check out naked people. No cameras are allowed. Try not to stare - while most people don't look so great - there are some attractive young women. My male friend said he could tell that other men were staring at his girlfriend in an "appreciative" way. I guess some of that is inevitable, but try to avoid it.

Absolutely there are rules. The big one for guys is don't get a hard on. If you do, hide it otherwise you can go to jail. Regulars to nude beaches are not afraid to call the police.
The other rule is: The same rules of ettiquette that are on a normal regular public beach applies to nude beaches.

Yes.
No laughing, taking of pictures, video taping, steering, if you can't keep it down cover it.
In St. Maarten we have a sign with rules before you enter the nude beach.

dont show up if you aint gunna be nude yerself
dont bring inquisitive kids & let them wander around
never comment on peoples bodies unless they are accepting
