When followed with verse nine, it's a little more complete.
Apostate priests, prophets, and wise men of the Israelite nation in time led the people to oppose God's counsel and commands.
They claimed they were the wise and the Law was with them, thereby dismissing the validity of the scrolls.
Jer 8:7 Yea, the stork in the heaven knoweth her appointed times; and the turtle and the crane and the swallow observe the time of their coming; but my people know not the judgment of the LORD.
Jer 8:8 How do ye say, We are wise, and the law of the LORD is with us? Lo, certainly in vain made he it; the pen of the scribes is in vain.
Jer 8:9 The wise men are ashamed, they are dismayed and taken: lo, they have rejected the word of the LORD; and what wisdom is in them?

I didn't see the Jeremiah 8:8 question, so I'll look for it. However, as a point of clarification, the scribes WERE given authority to teach and they were expected to do so. This is supported by such passages as 2 Kings 22:10; Ezra 7:6 (Ezra was a scribe himself); Matthew 7:29; Matthew 13:52; Matthew 17:10, etc.
Peace.
EDIT: I checked out the Jer. 8:8 question and fully support the answer given by "Morita Senpai" above mine.

Here is my rebuttal, Jeremiah is giving warning about False teachings, There has always been Rabbi's teaching falsely, Why do you think Jesus was crucified, Those Rabbi's went against the things Jesus taught, Also Jeremiah is saying to those peole if you are not keeping the law, Then the law would have been written in vain, Look closely also wht is in vain, the things the scribes were writing is in vain

They thought they was wise cause the Law of the Lord was with them, but yet they would not follow the law. It tells you the pen of the scribes is in vain. Vain means lying, false, and deceit.
Verse 9 says they rejected the word of the Lord, and this verse shows there was no wisdom in them. It isn't the word thats wrong, it was the men who was wrong.

exactly, the FALSE SCRIBES and their pens! do u get the point this way ?
Jeremiah 8:8
"How can you say, 'We are wise, And the law of the LORD is with us'?
Look, the false pen of the scribe certainly works falsehood."
first sentence, how can YOU say, you referring to the false scribes and pens, and the followers of the wrong teachings. He didnt say how can WE, but rather, he said how can YOU.
in short, he was telling the followers of the wrong teaching, how can you follow the wrong teaching and think its correct?
P.S. dude the title of it is "the peril of FALSE teaching" , in NKJV. do check out what you're critising, lest u fall into a pithole of twisting and manipulating the verses.
