It depends on what country issued your passport. My USA passport allows me into Hong Kong for 90 visa free days.
Many other countries also don't need visas but the visa free period may vary.

Yes everyone needs a visa but you may get a free tourist one if you are from certain countries such as EU, UK, USA, Canada, NZ, JAPAN etc.
