Depends entirely on context, really.

Most people would like to hear those words (man or woman)
but if the person saying it does it in a leery or sleazy way,
then no thanks (I suggest).

I'd say it was a matter of knowing the right etiquette for the
time, really. Lol

Obviously there are many aspects to this query.

If it's delivered in a job environment, then it could be a legal issue. As a woman, I would find this statement disrespectful and offensive coming from any man I worked for or with and very unprofessional.

In a social situation...if I were single, I would consider it a compliment but still would not appreciate it. I'd much rather the man would practice good manners and simply tell me I looked nice....especially if I didn't know him. I think being told you're sexy is a very personal statement and should be reserved for intimate settings and relationships.

Since I am married, anyone telling me this (other than my husband) is inappropriate.

No! It does not. There is way too much of petty complaints. It probably means he thinks you are hot, so what, thank him and if it is in the office you could add "I'm not comfortable with this kind of remark.

If it was in a bar would it be sexual harassment? No.

My opinion only - I know there are women who will differ with me:

I am a married woman. Obviously, when coming from my husband, this makes my day!

And as a one-time from anyone, it is still considered a compliment.

It only becomes harassment when it's a constant from someone that I find absolutely no attraction for but who obviously is attracted to me.

Depending on the environment in which the statement is made. If it is during a working relationship then yes.

err..it depends who says it. if they're a dirty old man i would not be impressed, but if they were good lookin i would take it as a compliment. but i would only consider it sexual harassment if they tried touching me or pestering me with further re-marks

If it was at my job, I might not take it to kindly.
If I were out at a party or club, something like that, sure I would take the compliment.
But, and this is a biggie. If you see that she is with someone else or know that she is seeing someone else, you might want to keep your comments to yourself because she might think you are hitting on her.

Depends on who says it. If it's my boyfriend, then that's great. If it's a friend, then I take it as I look really great today. A strange guy, then he just wants to get into my pants.

if someone(honestly) who looks like ur avatar says that to a young chick who's not related to him... man thats a great turnoff.
