not sure if I understand the question, but I think that people becoming citizens of the US should definitely have to learn English...I don't think it's the government's job to use MY hard earned money to PROVIDE a place for immigrants to learn it.

It would create more jobs having other people open English schools.

I'm rather iffy to both sides...so i'll present two points...

A) yes they should, in america we speak mostly english unless you live south you will have a large spanish speaking populace...but for the other 75% of America you should learn it, or at least speak it so that the dumb a$$ at Burger King can understand you. I was in Wal-mart and luckly I am Bi-lingual in french and english, and this man obvously couldnt speak it people were makeing fun of him i stood up for him the damn workers gave up trying to help, so i acted as an impromptu translater...it was his right as an american not to learn english.

B) no its there choice, in america we have what is called the bill of rights...and we are allowed to speak however we want whare ever we want meaning if we want to speak french by god lets do it, when i was in france over the summer, I was delighted to know that alot of them speak english, and i feel that as americans who take an intro to an intro of a forigen language in High School we should HAVE to be able to at least know a little of it in case we run into someone...
