I looked at everyones answers before answering myself because while most of them were good there was none that were complete.
Yes they are fish eggs (caviar). They aren't the type of caviar thats popular by itself because its not near being the tastiest.
Its actually called Flying Fish Roe (Flying Fish is the fish species it comes from)
It's inexpensive as caviar goes. It has great color to make the California Roll look prettier and it adds some nice texture to the roll.

Yep - fish eggs...otherwise known as caviar, and considered a delicacy by most. The orange ones are usually salmon roe. Must say I've never seen them on California rolls, but on plenty of other types of sushi.

Yes, they are a type of mildly spicy fish roe called "masago". Another spicier cod roe is called "mentaiko" and makes for a mean Japanese style spaghetti. The salmon fish egg sushi, one of my favorites, is called "ikura".
