Show home movies against these blank walls. Just dim one side of the hall so the viwing is clear (dim lighting is best for parties anyway, bright lights tend to make people flee into corners). Movies of your girl growing up, or slideshow of her photos. Your guests won't exactly be captives as they can mingle and talk and party while all this is going on in the background, or, they can watch. Keep the images moving though, and intermingle all sorts of film with her friends, family, and other family events. Make people go "Hey! That's me with her!"
People will love it and those precious walls will remain intact.
Have fun. Boy, I wouldn't want to be 21 again but I do have to smile when I think back on it.

Lots and lots of metallic or pearlised helium ballons in a really strong colour scheme that she would love, held with lots of curly ribbon, either tied on to chairs etc or tied to weights to go from the floor. Looks fab, and makes it seem as though you've gone to an extra special effort. You can get some great interesting balloons and helium off ebay or from wedding/party shops. Did it for my friends party, in purple silver and black, metallic and all different sizes- everyone loved them.
We also had a projectionist who did lots of groovy movies and colours and animations across the wall, which sorts out lighting as well.

Buy bunches of balloons and quarter off the room with them to make it look smaller and more intimate. Either that or get some artificial ficus trees at walmart and use those to close in the space a little bit. You can always put them in your house after to add some color, so they're not going to waste.

Do a balloon drop on the ceiling - not only will this hide a plain ceiling for most of the party but will end the party with gusto when they are let down at the end. See www.bizzyballoons.co.uk

can you paint on the walls and then repaint them in a nuetral colour if so have a mural done one one of the walls or all of them for that matter, somoene suggested a chocolate fondue, a similar option is an ice sculpture, the projector idea is good as well rather than images of your daughter/as well you could link that upto the sound system (my initial idea of a mural with real paint could be done with projectors onto blank walls if you can't paint them)

If you have some spare cash get a chocolate fondue. The bigger the better. People won't be looking at the walls then. They will be looking at the lovely chocolate flowing in front of them.

Lighting from the floors going up can make a cool effect on the walls, you can use gels to change the colors to her favorites too if you wanted.

Invite me, i'll jump out of the cake in my "special" costume.
They'll go wow then
How about those fans that wave flags about, they fill them with air, a bit like vertical bouncy castles....actually, why not have a bouncy castle, sounds great for a 21st !
hope it goes well and doesn't feel like too much pressure.

Make sure you hired a good DJ, his lights should do the trick for the bare walls and the music can make or break a party!!!!!!!
