Is continental cuisine a fusion cuisine of european continent?

In the States, I view continental cuisine to be a fusion of regional flavors and ingredients with Classic French technique. Unfortunately, more and more I find people (some of them) view this to be chain restaurants that serve burgers, steaks and chicken and the occasional fish entree. An example of what I would call New England Continental for a Fall/Winter Entree would be perhaps a Pan Roasted Rack of Lamb, potato gratin, root vegetable puree, the obligatory turned asparagus and cranberry gastrique.
