I'm not quite sure how scientific you want this to be or what kind of restaurant it is, but here's some things I took into consideration.

The first page was all appetizers since it's the first page people would see. And it mentioned the add-on sauces (which were repeated on any other page). Next page was the bar page, since the bar is where a lot of profit comes from. Then came the non-red meat entree page on the left with the red meat page on the right hand side. Why? Because most people are right handed and use their left hand to prop up the left hand side of the menu. Next page was sandwiches, then a page of extras, like non-alcoholic drinks, desserts, and miscellaneous that didn't fit into any other page well.

Remember to mention gratuities will be added to parties of X or more. If your restaurant does catering or has a banquet room, mention something about that.

When considering paged or a single sheet, think about how many items will be on the menu and the font and type size. If you have to many things crowded on a single page menu, you'll have to use a small type size, and depending on the lighting and the age of your customers, they may not be able to read it well.

Good luck! It's been years since I designed my own.

Menu Engineering? Do you mean creating the menu for the restaurant?

I suppose you need to talk to the chief chef to come up with the items/dishes, figure out the prices with the manager, then bring it to a graphic artist/designer for the design and at the end take it to your friendly printer to have them created -- printed and bounded. Somewhere along the line you might also need photographer or even food stylist. Depends on your budget on this project of course.

If you are talking about how to create the food on the menu then I have no idea. The chef would know better with the equipments and how to cook the stuffs efficiently I suppose...

Ok,First I will tell you that original works done by you and workers of the resturant are much more likely to be more appealing, trie to ask all employes for ideas ,Then take and bring them up on you computer, you may want to look into comp. graphics sites as well.

Please don't insult real engineers by lumping them in the same category as designing a menu. Thank you.
