Yes it can.
If a person with cold sores gives another person oral sex it can cause that person to develop genital herpes. Even though cold sores appear in the mouth area and genital herpes are in the genital area, they are part of the same virus - herpes simplex virus (HSV).
Cold sores are typically caused by herpes simplex virus 1, while genital herpes is typically caused by herpes simplex virus 2. I say "typically" though because both herpes simplex virus 1 and 2 can cause BOTH cold sores and genital herpes. I've actually read that about 30% of people with genital herpes has it caused by herpes simplex virus 1.
***Also, for EF MD claiming to be an "MD" he should know there are actually 8 different kinds of herpes simplex, not 2. Herpes simplex virus 3 is also known as chickenpox, which a lot of people don't know.

There are two types of herpes.
HSV 1 and HSV 2. HSV 2.
HSV- 2 is the one you want to watch out for.
HSV- 1 is thetype that develops cold sores on your mouth. By sucking on your partner or her sucking on you, HSV- 1 cannot infect you because it is a totally different type of virus. HSV- 2 is primarily an STD in the genitial region and only. I would still have protected sex anyway but i wouldn't worry about the herpes thing.

My best friend has had genital herpes for about eight months now, and it's been really rough. She's had about 7 outbreaks. Everywhere I read it says it stops flaring up so much after time, but its not getting less frequent for her. She's been on Antiviral meds the whole time, too. She also has type 1 diabetes which she has had her whole life, which really weakens her immune system. Will it ever get better?

Yes. Cold sores are a type of herpes virus and are contagious. Usually tho, it's mouth to mouth. If fluids from the sore come in contact with open skin or mucus membranes, it is potentially contagious.
