It means that person probably has HPV (Human papillomavirus). It is one of the most common STDs today. Warts are usually small and painless, but they can be itchy.

Genital herpes is large sores. These sores can open and puss and are VERY painful. It doesn't sound like genital herpes (which someone above suggested).

It's best to have a doctor look at them. They would be able to properly diagnose you and offer the correct treatment.

Warts are caused by a virus. Common warts on your hands and feet are killed by a very strong salicylic acid solution applied topicaly for about a week.
However, I highly doubt that you want to put a strong acid on your penis because that would burn very tender flesh!

Also, those warts very well may be genital herpes warts, depending on if you are or have been sexually active. You may have a sexually transmitted disease (STD).

1. You MUST see a doctor and get diagnosed properly and get treatment.
2. Don't have sex with ANYONE because you can spread an STD. You can be sued if you spread an STD, even if you don't know you have it.
3. If you do have an STD like genital herpes, you must ALWAYS use a condom in the future to prevent spread of your disease. There is no cure, only treatment for the symptoms.

If there is no chance that these warts are caused by a possible STD, you still need to be checked out by a doctor to remove the warts without damaging your penis.

Going to the doctor will do nothing, yeah it can be treated, but the warts will just come back until the virus has run its course. It usually takes a few years for the virus to be fought off by the immune system and for warts to dissapear. There is nothing he can do, and you will get warts even if he gets treated, if you have sex with him again within the next 3 years, you will get the virus, and you will get warts. Now think of how much you care for this guy, will you stay with him and get warts or will you move on and leave him to struggle with it by himself. Warts are a skin problem, it isnt so disgusting that people should consider anyone with them off limits, by doing so, you only show your weakness and your true ignorance.

Is it a wart or a fordyce spot? Wikipedia it so you can properly diagnose yourself. If it's a wart, go to the doctor asap. If it isn't you are totally fine. You have venereal warts, which is an STD. You need to get to a doctor to get them treated. Left untreated, they can cause more serious diseases. Plus, if you have sex with other people, they can catch them too. Do not have sex again with anyone until you have been treated. See a doctor today.

it means you gotta stop using it to touch frogs. Seriously, you probably have genital warts which can be a symptom of like 5 different stds. You may want to get that checked out. Or it could just be some skin tags or moles. Either way dont pick them.

It means you have a sexually transmitted disease.

Most often this is Human Papiloma Virus or HPV. With long standing infection, ie 20-30 years, you may get cancer.

See your doctor.
