The U.S. Government does NOT sell cigarettes --- cigarette manufacturers do. The U.S. Government does, however, collect substantial taxes on each pack sold.
People don't quit smoking because of nicotine.
It has been proven that smoking causes much harm --- and it is not limited to just the smoker. It's still legal because of the aforementioned taxes.
For proof of this, you need look no further than saccharin, an artificial sweetener. In order to harm yourself with saccharin, you would have to drink enough of it to drown every day. The government got no taxes on saccharin's sale, so it was banned, due to 'health concerns'.

Just for Doc and #girl, the U.S. government does in fact sell cigarettes. The government operates thousands of retail stores on military bases world wide. In fact you can buy cigarettes and booze much cheaper than you can out in town. As far as whether it should be legal or not, I say knock yourself out if you want to commit suicide.

Why make it illegal? Lots of things are illegal, but people still do them. Big Macs from McDonalds are bad for you, should we outlaw them as well? We're exposed everyday to things that are bad for our health, its up to us what decisions we make.

The US government does not sell cigarettes. They cannot be outlawed for the same reason alcohol could not be outlawed, when it was tried.
