But if someone is choking on their phlegm then what is the quickest way to get it out, or to loosen the phlegm?

You/he/she should see a pulmonary doctor for tests to find the reason for the excess phlegm. I have had very good results with Robitussin, and have been taking it for over a year. It is Guaifenesin that is very similar in strength to the prescription drug Humabid that preceded the OTC products. It thins the secretions. Mucinex might work well, but it didn't for me. If you try the Robitussin, get the one that is for "chest congestion", and ask your doctor if it's okay to take it every day.

Buy some cough syrups (but just make sure that they are to induce coughing - not to stop it).
Then you could use mustard poultices or any other warming agents.
Plus, i've heard of intense striking massage on the back. It is supposed to have 100% efficiency, but i've never used that one, so i wouldn't describe it more precisely.
Still, take care :)

the fastest way is 1) to ask your doctor/ call ambulance if needed
2) to have an intensive run for 5 minutes - it should induce coughing - feeling is not very pleasant, but the case is yours and the choise is yours

most over the counter congestion pills will contain guaniphenisen an exporant which should help to clear up your phlegm

I have asthma and I used to get this alot till I started using Mucinex. It is sold over the counter.

coughing it out is a good start, chest physiotherapy, plus there are medicines that are designed to liquefy phlegm...steam inhalations or mist nebulizers can help as well

use an expectorant. If it's a child then use triaminic. if it's an adult mucinex works wonders. Any med w/ expectorant in it will help, it doesn't really matter what brand u use.
