Im in the process of throwing a shower also. What you need to do is choose a theme and stick with it. Whether it be bears, winnie the pooh, pink or blue. If its a boy, you can decorate with blue or yellow. A girl, pink or purple. As far as foods, you can stick with finger foods. Nothing to drastic or over the top that takes a long time to prepare. Fruits, sandwiches, chips, and or cookies. Whatever is affordable for you. You wanna have a nice shower but you also dont wanna go broke trying to do so.

Make the food easy, everybody is going to be ooooing and aaahhing over the baby. Chips and dip, sandwhiches, or a meat and cheese tray, veggies and dip, cake, etc. By the time your sister is up to having the shower, the baby may not be so mini anymore so it may not be the best idea for a theme. Go with welcoming the baby, and celebrating her birth with pictures (like on the cake, i believe sam's club does that) Decorations should be simple, balloons, streamers, etc. Games: The safety pin, everybody gets a certain number, and are forbidden to do something (cross legs, say baby mother, etc.) ther person who notices someone doing this forbidden thing gets the safety pin. Whoever has the most pins at the end of the shower gets a gift. Poopy diapers, everybody gets a "poopy diaper" pinned to thier shirt when they walk in(normally just a tissue pinned like a cloth diaper), when the shower is over whoever has the poopy diaper(which is either chocolate or mustard) wins a gift. Baby drawing, everybody gets a crayon and a paper plate, they are givin 30 seconds to draw a picture of what they think the baby will look like, catch is the plate has to be placed on top of their heads. Whoever has the best drawing gets a gift. Word Scramble, scramble simple baby themed words (carseat, stroller, basinet, etc.) and whoever gets them all right (or the most of them) wins a prize advice, give everyone a 3x5 card and tell them to write one simple piece of advise for the new mom, and then read them and make a book out of them for the mom. (its not really a game, but it can be interesting when people write what they think is the best advice ever to give someone.) In the end im sure your sister will just appreciate the gesture, and im sure she'll be thankful that you even went out of your way to make her shower great for her. Hope its all fun, and congrats to your family

I would by a child's umbrella - open it up and turn it upside down on its side on the table. (get it - it's a shower) Place baby bath items - towel, washclothes, sponges, rubber ducky, soap, shampoo, etc. in the umbrella.
I would buy or rent one of those cupcake towers (you can buy those at Wal-Mart now - cheap). And either buy decorated cupcakes or make cupcakes - and decorate each cupcake with cute baby items - rubber duckies, bottles, babies diaper pens (look in the party favor isles). If you wanted to continue with the bath/shower theme - you could use rubber duckies and those little clear plastic ornaments that look like soap bubbles for the tops of your cupcakes.
I would place a few rubber duckies around the table. And at the end of the shower - all those bath things go home with the Mom.

Whenever throwing a baby shower my family used to get those little mints...you know the after dinner mints that are pastel colors like green and pink and yellow....and we would take little scraps of cloth that are blue and pink and wrap the candies up in them like a little diaper and use one of those duckie safety pins (you can get them at any dollar store). You can first put the candies in a little square of pastel plastic wrap and then wrap in the diaper or you can just use the plastic wrap with some pretty ribbon.

Don't worry about the baby theme. Just have good food everyone will like and they will remember what a great time they had.

The best baby showers I have ever been to were at a restaurant. You eat a good meal, she opens presents, you leave the mess there. It's the best!!! PLUS no stupid baby games!!

Okay,um well is it a girl or boy?
Girl:get a sign that says "It's a Girl!" and put up pink and purple toys(like teddy bears and dolls).
Boy:get a sign that says "It's a Boy!" and put up red and green toys(like toy trucks and non-toxic clay).
