No they are not the same.
Mutton is meat from a sheep older than a year. As opposed to lamb which is a sheep less than a year old (more tender than mutton).
Goat meat is from goats. However, they do have a similar texture and flavor.

Mutton is sheep meat, goat is...um, goat meat. *lol* I don't know any other word for goat.
The taste is surprisingly similar, but I think mutton tastes slight more mellow. Goat is a stronger tasting me, especially if it's from a male goat. Even goat milk is more mild if there hasn't been a male goat around for a while.
