can you tell me if it is normal for a rash (red and welted) about an inch and a half away- below and up the left side of the groin area entry spotafter a heart catheter procedure after a heart attack?

No not normal
Sounds like an allergic reaction to either the skin prep or the dressing they use afterwards.
See your general practioner.

maybe its normal .. allergic reaction of your skin on the catheter

I don't think its normal. I have had two and none of this happened. You should consult with your cardiologist or his nursing staff.
