i use a wheelchair most of the time due to cerebrel palsy i feal like there is mucus in my chest wich i get somtimes but it sounds clear but the feeling is still there what can i do

As Im sure you know at its simplistic Cerebral Palsy is a condition affecting the motor areas of the brain. You shouldnt forget that these same motor areas not only are responsible for moving your arms, legs and face voluntarily but can also be involved in involutary movement - including the muscles needed to cough efficiently.
I would suggest seeing your doctor as it is possible that the disease is affecting your ability to cough and clear your chest. They might be able to prescribe you medications to help break up the mucus, so making up for a weakened cough.

I am not a doctor, that said, here are some ideas. Try an over the counter expectorant. This only treats the symptom.

The trick is to determine the cause of the symptom. Could be a food allergy, a bacterial, viral or fungal infection. If it is a food allergy, stop consuming that food. You have to eliminate foods, one at a time and see if it goes away. It could be related to your cerebrel palsy.

If it is bacterial, viral or fungal, try an allicin product (the active ingredient of garlic). Most garlic products do not have active allicin. A good product I know of is TIB - Total Immune Booster. You can read about it at http://www.greenwoodhealth.com/tony

steam ,,,breath it in and it will help to losen whats there and you can spit it up ,,,chew airways chewing gum ,,there are things for this complaint you can suck on from the chemist ,to help it come up ,its a pain ,but it will clear eventually ,,,some people just get more than others ,,,night time you can breath in a ventolater one that you leave on in the night it helps a lot ,close the door and it keeps it in the room ,we use them when kids have breathing problems ,,vic rubbed on the chest may help too,,,,or even an inhaler,,as ur doc about this one ,,,good luck ,,kat.

See your doctor...with people who are immuno compromised it is important to not let anything go unchecked. The smallest thing could become life threatening if not properly treated. Good Luck.

see a Dr., maybe you need a puffer. or get someone to pat your back to loosen the mucas.
