It's not possible. You would, at some point, have to lay the hoops across America, and the fat f**kers would eat all of the hoops before you finishing putting them down.

it took 80 days to go round the world in a balloon so rather than stringing them up you could take one round the world ... put in the Guinness book of records for the most travelled spaghetti hoop

Hang on while I do the maths, 20000 ish miles divided by 2cm. but you wont get my result unless you offer a Prize. (say 6tins of spaghetti hoops) Must be Heinz.
