Keep it easy-create a theme- like Mexican: taco bar, burritos, chips and salsa and virgin margarita, cowboy: Burgers, beans, chips and dip with lemon aid or sweet tea, etc: The good thing is everyone will know what to expect and those who wish to dress can follow your lead. Have fun!

If it is a potluck I would encourage everyone to bring something that expresses the season. If they are willing to dress up for Halloween - I would definintely do that ----- but if they won't - then I would consider thinking in terms of autumn things - apple cider, pumpkins and fall leaves - those kind of things.
What might be fun would be a pumpkin carving contest. Everyone brings one to be judged, and the winner wins a plastic pumpkin full of Halloween candy - or a pumpkin pie.

normally around halloween it gets colder moving closer to winter try a shepards pie little shepards pies for every one to warm their hearts and be like a comfort food with the potatoes and the spice and stew like filling add biscuits and u got a hearty meal
