Yes you can. HPV (the virus that causes genital warts) can be spread when you have warts present or not.

Even condoms are not 100% effective in preventing the spread of HPV. HPV can be spread by direct skin to skin contact with the area. So, since condoms only cover the penis, the skin to skin contact alone during sex can cause him to get HPV and possibly develop genital warts from it.

Condoms do help, but they are not 100%, only abstinence is.

Ya. A condom won't cover everything. he might get warts all over his balls. Eww. lol.
If you have no visiable warts, it's probably safe. Transmission is about 1-3%.
Female condoms work better then normal ones because they cover up more area.

absolutely you can and probably will as hpv is highly infectious. he may already be infected as 75% of people are infected at some point or another in their lifetimes. condoms do not protect against diseases that are transmitted by skin to skin contact, hpv is one of these.
