If you both are virgins and have sex with each other - chances are very low that will get STD, unless either one of you had a parent who had the disease. You could be the carrier and not even know it.
You may be a virgin. You know it. Are you absolutely sure the other is? Trust but verify. You can never tell. Always use a condom.
But as a virgin if you have sex with someone else - who may not be a virgin - without protection or condoms, just kissing, rubbing against another's penis etc. can get you the prize.
This one prize you can do without.

if one of them has an STD yes. many people still consider themselves virgins even if they have anal and oral sex.. and there are some STD's that can be transmitted threw anal and oral... or if they contracted HIV from blood to blood contact... even though they had never had sex they would be contagious the first time they did have sexual intercourse. that being said, I'd definitely say being a virgin reduces the odds of you having an STD by quite a bit :P

Herpes Simplex (mouth herpes) can be spread through kissing or even just drinking after someone who has it.
Any contact that involves an exchange of bodily fluids (including sperm getting on a woman) can spread some STDs.
It's not nearly as likely, but possible.

Yes if they still have some sort of contact with sexual organs. You don't need penetration to get an std, just some sort of physical contact with an infected person's bodily fluid.

certain ones, yeah. assuming you don't use IV drugs, you can get warts, herpes and crabs from contact that doesn't need to be intercourse. if the two virgins are together, and neither has been in contact with anyone else, or gotten hepatitis or something during birth, you are in no danger of disease, just pregnancy so be careful either way.
