Ive seen those signs in restaurants on touristy beaches. It does imply that management is ok with swim suits since legs are hidden under the tablecloth.
I presume that ladies 4o yrs ago had complained about the shirtless guys with ugly naked toes sitting at the table next to them drinking beer and chowing down on a burger?
They should all be changed into " You cant come in if we dont like the way you look" That is more honest.

If you made it into the store without being arrested for indecent exposure, you would probably get arrested inside the store for indecent exposure. There is an assumption that you have to have your rear covered and there are laws that say so. However, you could try it and test the laws of your State. But, in New York the sign wold have to read different. New York law allows a woman to go topless.

If you go out back to the kitchen there's a fair chance you may get serviced...I mean service....

PS Such signs are blatantly sexist and therefore very likely unconstitutional... :))
