ALTHOUGH THIS MAY BE HERPES, IT IS NOT WARTS(HPV). WARTS (HPV) DO NOT SWELL UP, GET INFECTED, OR CAUSE ANY REDNESS, IRRITATION OR BOTHER YOU AT ALL. THEY ARE JUST THERE. SYPHILIS, YES, IT COULD BE. IF IT IS OR REALLY EITHER WAY, GET HIM TO THE CLOSEST MD OR HOSPITAL NOW. THIS COULD KILL HIM, SYPHILIS IS NOTHING TO PLAY AROUND WITH OR JOKE ABOUT. MOST LIKELY, IT IS HERPES AND ANY SEXUAL PARTNER HE HAS HAD, MORE THAN LIKELY HAS CONTRACTED IT AND DOESN'T EVEN KNOW IT. SHE PROBABLY HAS NO SYMPTOMS. HE SHOULD INFORM EVERY GIRL HE HAS BEEN INVOLVED WITH, NO MATTER HOW EMBARRASING AND TELL THEM TO GET CHECKED NOW. TELL HIM TO THINK ABOUT IT LIKE THIS, "WHAT IF IT WERE HIS SISTER, COUSIN, ECT."

I got diagnosed with genital herpes (type 2) about 5 years back, while I was still in college and had a stupid one-night stand. I realize a lot of young ladies will say this, but I swear I had never done that sort of thing before. I just made a massive mistake that one time and all of a sudden I felt like I was going to have to live with the implications for the rest of my life. The hardest part was feeling I could never date guys again. In the end, who wants to go out with a girl who has sores around her private parts? But since a friend shared this video https://tr.im/2SH12 everything changed.
Not only was I able to eliminate all traces of the herpes simplex virus from my system in less than 21 days, but I was also able to start dating again. I even met the man of my dreams and I'm so fortunate to write that just a week ago, in front of everybody in a packed restaurant, he got down on one knee and proposed to me!!! This method provided the chance to be happy and experience true love. Now I want to enable you too by sharing this with the whole World.

What is the wrong ? unable to assess. It appears a very serious disease. Mostly it may be syphilis in advanced stage without proper treatment. As him to see a physician immediately and have treatments.
Syphilis is a sexually transmitted infection (STI) caused by a spirochaete bacterium, Treponema pallidum. Syphilis has many alternate names, including "syph", "the Pox" (or "great pox", to distinguish it from smallpox), "lues" (hence luiphobia, or fear of syphilis), and the "French disease."
The route of transmission of syphilis is almost invariably by multiple sexual contact; however, there are examples of direct contact infections (see yaws) and of congenital syphilis. It may turn into cancer or any other chronic disease.
The signs and symptoms of syphilis are myriad; before the advent of serological testing, diagnosis was more difficult and the disease was dubbed the "Great Imitator" because it was so often confused with other diseases.
By the way you appear to be a female and how do you know about the man's infection. You had any connection with him. If so you also have your blood test done and treated if needed.

It can be several things.
He may have genital herpes, or genital warts (caused by HPV). It can even be some sort of a rash.
The only way to know for sure is to have him go to a doctor and get tested.

This man should get immediately admitted to STD hospital for treatment. He must inform all those girls with whom he had sexual interaction to get themselves checked too immediately.
