It's a particular Soy Sauce blend that most restaurants custom make. Here's an approximated recipe:
1) Soy Sauce
2) White Ground pepper (not black)
3) Sugar
4) scallions.
Mix 1-3 until you like the taste, then add 4.
Alternative recipies for dumplings (from my own experience and trials..)
1) Soy Sauce
2) Hot chili Oil
3) Vinegar
4) Sugar
5) Grated/Crushed garlic
6) Cilantro
Mix 1-5 until the sauce is slightly spicy, a lil tangy. Mix in cilantro. When bringing dumplings out, you can put them straight into the sauce and let them marinate a bit before eatting.

Do you mean steamed dumplings with the white dough, or the ones with the translucent skins?
If it's the former, there isn't any sauce to go with it traditionally. But Westerners probably like eating it with the same sauce used for the pancakes that come with Peking Duck - Hoi Sin Sauce. It is sweet, salty, dark, and thick, not runny.
If it's the latter, there also isn't a sauce that goes with it traditionally. But it can be served with a soy sauce mixed with vinegar and ginger. Sugar is optional.

My daughter gets the steamed dumplings and they come with a small cup of brown sauce. It's kinda sweet & salty at the same time. It usually has scallions floating in it too.

There are so many dipping sauces for dumplings, but usually they involve: soy sauce, some vinegar, sugar, scallions, finely chopped ginger.
I think asking the restaurant staff what exactly their sauce contains might be your best bet at creating the same thing at home. Bon apetit.

Soy sauce.
There are two types of soy sauce: light and dark.
Dark is intended for cooking food. Light is used as a condiment to add additional flavor. The soy sauce you find in Chinese restaurants is the light version with additional herbs such as garlic and scallions.

I make this all the time at home
Use about 1/4 cup soy sauce
about 1/2 tsp fresh grated ginger
about 1/4 tsp dry mustard
splash rice vinegar
1 tsp chopped green onion
dash sugar or corn syrup

Sounds like stir fry sauce to me or possibly fish sauce...is it thin or thick?
I live in taiwan and I am not sure of which sauce you are referring to. What type of Chinese food are you talking about? Cantonese? Hakkanese? Szechwan?
Each region has it's own versions and different styles you know...

It sounds like one of 2 things: either soy sauce or sweet vinigarette. I'm sorry to say though that you'll probably won't find the same thing in supermarkets as restaurants and takeaways tend to make their own by diluting it with water and adding sugar to it to make it tastier.
Sorry.
You could always try making your own though? Easier still, the restaurant or takeaway might sell you a small bottle of it if you ask them nicely? I'm always asking my local restaurant to sell me soem of their vinigarette!
