Bullous emphysema indicates that the lungs are overinflated and there are balloon-like airfilled spaces in the lung. The potential complications are that they can get infected or can rupture.
My advice: see a lung specialist ASAP. The condition is treatable, but it will only get worse if left untreated.

Emphysema
Emphysema is defined as a destruction of alveolar walls and consequent enlargement of air spaces. The main known cause is cigarette smoke, but a few cases are caused by an inherited lack of the enzyme alpha-1-antitoxin. Emphysema may involve different parts of the lung for reasons that are not clear. In the severe forms, all are associated with difficulty breathing (shortness of breath). The expiratory phase of breathing is prolonged and may be accompanied by audible wheeze.
Emphysema
This lung was dried and sliced. It shows marked emphysema, more severe at the top. Much tissue has been destroyed and the lung is larger than normal.
A close-up of the mid lung shows that some emphysema's holes are still surrounded by normal lung. The destroyed portion is around the small airways in this case.
Emphysema's change can be likened to Swiss cheese. The normal lung has a uniform cheddar cheese appearance. The Swiss cheese change comes about from enzymes that are activated by cigarette smoke. These enzymes eat away at the alveolar walls and cause holes.
Bullous Emphysema
This lung shows an example of localized, bullous emphysema (bulla = enlarged air space >1 cm in diameter). The emphysema is located at the top of the lung. Note that the tissue not involved in the emphysema appears almost normal in this case.
Giant bullous emphysema: Giant bullae consume more than 1/3 of a lung radio graphically. The remainder of the lung may be normal, as shown here. Isolated bull with normal lung may be associated with few symptoms until bullae enlarge sufficiently to compress normal lung and interfere with function. Just as in diffuse emphysema, the localized cysts do not empty well on expiration. Most are caused by cigarette smoking. Radio graphic studies can distinguish bullae with normal lung from bullae with diffuse emphysema. Patients with bullae in otherwise normal lung are a subset of patients who may benefit from excision of the bullae

Emphysema can be defined as being characterized by an increase in the sizes of the air spaces at the end of the breathing passages. This increase in size beyond normal arises from the destruction of the airspace walls and a loss of the normal elastic properties.

The term bullous disease of the lungs indicates the presence of bullae, which are abnormal air spaces resulting from the destruction of normal airspace wall tissue and are best described as thin walled air sacs under tension. These changes, along with the fibrosis, lead to a reduction in the lungs ability to expand and contract and therefore adversely effects the ability to pass oxygen to the blood stream, from the lungs.

Very occasionally, surgery is of benefit, but a chronic cough is an indicator of poor surgical outcome. The mainstay of treatment is with inhaled therapy such as subfamily or ipratropium bromide. Some patients with emphysema respond well to steroid therapy, and a steroid treatment trial is usually part of the work-up to find which treatment suits you best.
By the way, if your Celectol is a beta-blocker, it may be having an adverse effect on your chest symptoms and it may be advisable to see your doctor to discuss a replacement that doesn't have this property associated with it

I assume its related to the decrease in surface area of the alveoli in the lungs, which is where gaseous exchange takes place. Thus, with this condition, one may find physical exertion for a relatively short amount of time harder because the rate at which they get oxygen into their blood is lower.
