Send out the invites and tell the family that it's a surprise, and it's potluck so bring something. Then cook a little something yourself and act like it's just going to be the two of you. Then as people start showing up, he'll be surprised! And it will turn into a total dinner party!

My husband did this for my birthday. And keep the camera around for those pics!

reserve a table at his favorite dinner house and invite close family, friends and have everyone meet there early. you find a way to be out around the time set and call him and tell him you are stranded and give him the address of the dinner house, have everyone inside at the table and tell him "oh there is your [name] car , lets go in and say hello, and then everybody will yell surprise.....

Once, for my brother's birthday, his wife ordered takeout from a local middle eastern restaurant and brought it all to my house, along with party hats, beer, wine, etc. All of the guests met at my house. We packed everything into our cars, put on our party hats and showed up at my brother's house. Believe me, he was surprised! You could do the same with any food from chinese to sandwiches and salads from a deli.

Inviting people to a party and telling them to bring something is tacky. Go to your local Warehouse (Sam's Club, BJ's, Costco) and buy a bunch of auderbs and some pre made stuff.
