Menduo MIX? What the heck is that? Menudo takes a long time to prepare for a reason, so I can't imagine what the "mix" is made of. If it's just chili and spices then I am sure it can be used to make regular chili, but I think menduo and chili (con carne) are two totally different tastes...

No, I don't think you would wind up with chili, exactly. But you might wind up with an OK-tasting soup anyway. It would be spiced like menudo, and not like chili.
For chili I generally go out and get Wick Fowler's 3-Alarm Chili seasoning mix. I'm sure you can also use others. The Fowler's stuff has little packets of:
* corn masa (a type of corn flour) as a thickener and for taste;
* chili powder
* garlic powder
* paprika
* cumin
* oregano
* salt...
(and possibly there might be something I'm forgetting...but those are the main things...)

To be honest it depends on what type of chili you are going to make. If you are going to make chili with beans,(chili con carne) then it also depends on your personal taste. if you do use it I would wrap it in a cheese cloth so that the herbs and spices are easily removed. Some people like menudo with alot of oregano and some don't want to chew the leaves when they eat. if you don't mind the spices in your chili I say go for it and let me know how it tastes. I may save few bucks next time I go to the store. :)

The equivalent for MENUiDO are callos in Spain or
trippe in France. Yes, you add powdered chile to
it.
