Alcohol thins the blood dramatically therefore the more of it you drink, the more it thins. Your heart does not take this into consideration and it thinks that the blood is normal. However, because it is thinned (by the alcohol) the amount of nutrients (oxygen etc) required to feed the brain are diminished the brain makes the heart pump faster thus increasing pressure. It is this additional pressure (to the brain) that causes the eyes to redden and invariably produces the thumping headache that accompanies.
Additionally, if you partake in a smokey pub, this also adds to the problem. An off-the -shelf eye wash (optrex) can relieve the the problem.

Alcohol can act as a vasodialator, meaning it causes the blood vessels to expand in size. The blood vessels in your eyes expand as well, and become more visible as a result, which is why your eyes will then look bloodshot.
