It may be intertrego that is if you are fat both hips are rubbed against each other and may cause soreness. Other thin may be bad hygiene. In both conditions keep good hygiene and apply talcum powder.

It could be a number of things depending on where it is and what it looks like. Genital herpes, a rash, a pimple, a hemorrhoid, etc.
