Ok, unsurprisingly, I don't have any easy answers for a situation like that, but I do have a couple of suggestions.
First off, take the pain meds if you need them, and if you would rather tolerate the pain than the side effects, then don't. Neuropathic pain can be very hard to treat, often requiring a lot attention from a knowledgable doctor. There are several drugs which seem to be good for that sort of pain specifically, such as lyrica and cymbalta, but you need to talk to a doctor about which may be right for you.
Now, treating the pain is independant of whether or not you get your sugar under control, the pain will not go away if you get the diabetes under control. However, the fact that you have complications from diabetes suggests that it's very important to keep your glucose under control, as you yourself said.
First off, diet and exercise. No refined sugar, no simple carbs, no bagles, no pasta, no ice cream, no bread. It's not easy, and you don't have to be perfect, but the closer the better. That helps, but often does not take care of the problem.
I hate to say it, but the only thing to do is find a doctor you trust and work with him to get a regimen of drugs that help keep your sugar down without chewing a hole through your stomach. We have many agents, oral and injected, that can help, and you need a doctor to set you on the right path, but the day to day battle, the fingersticks and making sure to take the right meds at the right time, that's going to fall to you. Diabetes requires a lot of patient involvement even with the best doctors, and if you can't get good doctors, then it becomes even more important for you to take control.
As for herbal medications, I'm not one of those doctors that things that if it doesn't come from Pfizer in a small amber bottle it can't work, but I don't know of herbal or homeopathic remedy that's effective for diabetes. I'm not saying that you should just take meds that cause abdominal pain, but there are probably drugs that don't, I know it's hard, but you may have to switch doctors and get somebody to help you get on the right regimen.

I am writing to tell you what an incredible impact these methods had on my life! I have had type 2 diabetes for 27 years. For me, the worst part of this horrible disease is the severe pain I constantly get in my feet. The pain is so bad that I avoid standing and walking as much as possible. Go back on your diabetes medication. Start walking at least an hour a day, cut back on all processed Sugar.
Your only sugar intake for the day should be a piece of fruit or two, that is it. No Noodles, rice, regular softdrinks, no take out, no fast food (they have sugar even in their salads.) no ranch dressing, no nothing.
Look to salads, grilled chicken/veggies spiced differently (don't over salt.) Fish. etc. If you must have bread, then make it whole wheat bread (yeah, the hard bread. Whole wheat soft bread has more sugar in it.)
Keep walking, no matter how much it hurts. The exercise will give your body the ability to process the sugar in it's system a lot easier.

Some herbs that supposedly help with blood sugar include bitter melon, gymnema sylvestre, cinnamon, fennugreek, and banabe leaf. All the best.

I'm with Doug. Take your frikkin' insulin, control sugar intake, and use your legs before you lose your legs. Then you will REALLY be disabled.
