Frozen spinach should be fine. It is boiled or steamed and that would get rid of the e-coli bacteria.
The FDA warning only applies to fresh spinach that you buy in those celophane bags.

There have been no problems with frozen or canned spinach. The e coli bacteria would normally be killed during the processing of those items. The outbreak occurred only with fresh, bagged spinach for salads, produced by a particular company in California.
The FDA has issued an official recall on fresh spinach and blended salads from certain California-based companies. As long as you don't eat those, you should be fine. Your local grocer should have pulled those products off the shelves, in any case.
The link below will take you to the FDA's press release, reporting the results of their investigation.

Last I read (I read a lot on the internet, get bored at work) they found the farms that have the contamination and that it only was an issue with the fresh spinach that came from those farms. Frozen spinach that was just purchased should be fine. Any fresh spinach (if you see any in the stores) would have come from a different farms other than the California farms.

Frozen spinach is most likely different. It's the fresh spinach from a certain farm that caused problems.

I would refrain from eating spinach until you hear a CLEAR go ahead mentioned on the tv. Why risk it? Eat red leaf, iceburg, any other green vegetable besides spinach.
Spinach makers are losing millions a day. They should for letting spinach go on the market that sucked up raw sewage.
The longer we hold out, the more desparate the spinach farmers will become......................all this leads to tougher standards

You're fine now. I heard on the news that you can buy spinach now and eat it. You just cannot eat the recalled spinach which is probably bad by now. It is best to cook the spinach anyway just in case, or you can eat arugula.

The government said last week they were taking off the warning, and it has remained that way. However, a lot of restaurants, etc still have not returned spinach items to their menus just yet.

Fresh spinach is back on the shelves in the produce section of the grocery store and is perfectly safe. I work in a market that has returned it to the shelves.
