The paper is added after the cookie is baked. The batter for the cookie is put on the cookie sheet in circles, once they are brown the fortune is inserted and the cookie folded in half and then back. I used to wonder also. This really is a good question.

they r cooked and while still hot the paper is placed on the cookie and the cookie is folded to obtain the shape.

the cookie dough is so thin it only needs to be baked for a few minutes. that's not long enough for the paper to burn

the paper is probally a special kind so it wont burn like greaeproof paper doesnt burn but then how does the paper not stick to the cookie???? odd.....
