Feta can be made of ewe's milk or goats milk...
You could say that all feta (or at least some) is goats cheese, but not all goats cheese is feta.
There are many types of goats cheese, from spreadable french cheeses such as Bûche, crottin de Chavignols, bouchons,and many more, to a cooked dutch gouda which is a hard cheese with a delicious flavour.

traditonally feta is made with goats milk it is a harder aged cheese, but the product called goat cheese is soft like a cream cheese. It has a much milder flavor than feta.

Proper Feta can be a goats cheese, but it can also be made from sheeps milk.
So yes feta can be a goats cheese, but just most goats cheese, such as chevre, isn't feta

It's similar but not exactly. Both Goat cheese and feta are made from goat's but the latter one is more salty and whiter and it is traditionally made in Greece.
