when i buy them at the indian store or get them at some resturant the chile have this white spicy fillg inside the chile. I know how to make the batter for deep fry ing pakoras. Just want to know abut the white filling make make them nice and spicy.

there are two ways - both use gram flour batter for the pakora cover.
the first way is to take a long green pepper (or green chillies, whatever you want to call them) dip it in a batter* of gram flour and deep fry it in hot oil. (*Gram flour mixed with water to a pouring consistency, seasoned with salt, turmeric and a small pinch of red chilli powder if you have it)
The other way is to chop the green peppers into small bits, and mix it into the gram flour batter. Add finely chopped onions, plus any seasonings you like, and a little more gram flour to make the batter thick enough to drop little dollops into hot oil. These will make a different kind of spicy pakora.
