Curable, unfortunately not. We're not that advanced with research yet.
As for preventable, well, it all depends on the contributing factors. With type 2 diabetes, there are a number of things you do to reduce your risk, such as regular exercise, a healthy balanced diet and making sure you keep your heart in good condition, and maintain a healthy weight.
As for type 1 diabetes, whilst the previous suggestions are all good advice, it doesn't prevent type 1. It is a genetic condition, so if you have persons in your family with it, your chances are higher. However, diabetes can hit at any time for whatever reason. The cause of diabetes isn't really known, although research suggests a number of factors such as which side of the equator you live (although it has been suggested that the results may be due to record keeping), there has been suggestion that there is a link to cows milk from a young age, and also the immune system. My doctors theory for my diagnosis (because I'm currently the only one within my family) is it was due to all the infections I had as a child, and my immune system attacked my pancreas and caused it to stop producing the islet cells which produce the insulin.
Diabetes is a complicated condition.

Type 1: NO
type 2: Possibly.
Basically, Type 1 IS NOT PREVENTABLE. One popular theory is that it is caused by the immune system. It danages the islets of Langerhaans.
Type 2 can theoretically be controlled or prevented by doing some form of exercise and following a reasonable diet plan.
Neither is "curable" but both can be controlled.

Pre-diabetes is a serious medical condition that can be treated. The good news is that the recently completed Diabetes Prevention Program study conclusively showed that people with pre-diabetes can prevent the development of type 2 diabetes by making changes in their diet and increasing their level of physical activity. They may even be able to return their blood glucose levels to the normal range.
While the DPP also showed that some medications may delay the development of diabetes, diet and exercise worked better. Just 30 minutes a day of moderate physical activity, coupled with a 5-10% reduction in body weight, produced a 58% reduction in diabetes.

TYPE 1 IS NOT CURABLE OR PREVENTABLE. Yes, in type 1 blood sugar levels can be controlled but, as of right now, if you have type 1 you will always have it. It is not caused by eating to much sugar or being overweight. No one really knows what causes it for sure.
Type 2, can usually be controlled by diet and exercise but not always.
Because type 2 is more common, anyone who knows anything about type 2 assume that they know everything about type 1. They really are 2 totally different things. If type 2s watch their diet, get enough exercise, etc.. it can do a world of good for them. Watching food and exerciseing is also good for type 1s but no matter what they do, they will always need insulin.
My son has type 1 he is 8. Not even close to being overweight. We do everything his endo tells us to and we still get the wacky numbers every now and then. Anyone who really knows anything about type 1 will tell you that the only consistancy regarding type 1 is change. You can do everything right and everything works one day-perfect numbers all day long and the next day do the exact same thing and your either high or low no matter what you do.
The ignorance about the differences of type1 and type 2 is sad and aggravating!!

Type 2 diabetes is absolutely preventable. Type 1, perhaps one day, but the jury is still out on that one. Curable? Depends on your definition of curable. Type 1 is not. Type 2 is curable to the extent that you can often get off medication with diet and exercise and by keeping your weight down. Here's more:

I've found a wonderful book that will help you control your diabetes and minimize or even eliminate the complications. Some folks who became diabetic due to poor diet and obesity are effectively cured by following the advice in this book. I'm a type II (inherited), but it helps all types, especially those who became diabetic due to poor eating habits. It's by an author who has really done his homework, Patrick Quillin, Phd. It's called, "The Diabetes Improvement Program". I have tried his suggestions and found them to be very helpful. I have no complications whatsoever and my blood sugar levels are quite stable. Yes, I still have to take Metformin (Glucophage) daily, but it's the minimum dosage (500mg) and I only have to take it twice a day. I have been off Metformin for as much as a week, but this was with vigorous exercise. Many, what I call, non-hereditary type IIs (those that don't have a close relative who had it) have gotten off medication completely, just with diet, exercise, and supplements. Juvenile Diabetes is not curable (yet), but it certainly can be managed with proper medical care...an endocrinologist (not sure that is spelled right). Type II, adult onset (usually) can be prevented to some extent with proper diet and exercise although some people are more prone to it due to family history.
