Yes.

Chancroid sores (a curable bacterial infection) can sometimes be confused with herpes sores.

Also, syphilis sores (chancres) can be sometimes confused with herpes sores.

Well, to an untrained eye there are many disorders that could look similar to herpes (if you only know of herpes as 'a sore')

Syphilis - the sore associated with first stage syphilis might be mistaken for a herpes lesion.

Chancroid could also be mistaken for herpes.

Even something as simple as an ingrown hair that has gotten infected could be possible, or a badly scratched scabies lesion.

Basically, you'd need to get a swab done to be 100% sure.

Maybe if you got into some poison ivy or oak, but most likely no. In the medical field, herpes is described as looking like a dew drop on a rose petal. If you have any open sores, go to the doctor, they can do a viral swab and tell you if it is herpes or not.
