one reason is the required weather condtions are found only in the hilly areas of the country, so limited agricultural land, another is transport India's transport system is not the greatest and since they have to be brought from the mountains (like Kashmir) to the plains its limited another is that many of the orchards were planted at the time of the British so the trees are old and producing less fruit.

Think climate. Apple trees need cooler weather in the fall for their dormancy. In summer they need warm weather, but not the high temperatures that India sometimes experiences. There are very few areas in India that can meet the growing needs of apple trees, and this is what contributes to their scarcity.

they are probably scarce in India as the weather there is not suitable for growing apples..

Climate and soil. I think the apple capitols are Washington state, USA and Tazmania. That is just like asking why we can not go pinapples and bananas here in Iowa. We produce corn, soy beans, beef and pork.
