I have tried adding the user to a "Power User" group and have used Gpedit.msc to add the permission for the user to add and remove drivers, to no avail. Any suggestions? My system is XP.

Lots of software installations require administrator privileges because they need to update/change the core operating system files. A normal user isn't allowed make changes to the registry that a new device (like a printer) requires to be visible, whenever it's connected, regardless of who's logged on...

Either grant the user administrator rights, or login as administrator to perform the installation.
