Being strict with discipline does not necessarily translate into being tough. Saddam Hussien vaunted Republican Guard crumbled quickly when attacked in both Desert Storm and the invasion of Iraq. They were considered elite because of the strict discipline they endured but they were not elite or tough.

Back in World War II the Germans were thought to be elite tough troops and certainly they endured strict discipline but the Germans crumbled under both the Russians and the U S led allies.

If you want to learn what makes soldiers or sailors tough may I suggest two books. Ban of Brothers by Steven Ambrose and Sailors to The End (don't remember the author)

In todays world the Navy Seals are rightfully acknowledged to the the "baddest" fighters around.

I think the Israeli Armed Force.every citizen is a soldier.they always report for active military duty when they are under attack.and besides,they are surrounded by arab countries who want their heads to be served in a golden platter.talk about retreating when there is no place to retreat.
