Call the cops,why should these people get away with it, you can always get another passport and probably wont have to pay any money due to the fact you will have the police on your side and a crime report to give to the passport agency when full explain it, go for it girl!

call the cops, if he doesn set it to light, they will find out about it and you can get yourself a enw passport, maybe you'll be lucky enough to win get him to pay, i mean that he will be forced to pay, i think that should be possible.
then again, it could be bluff and then you won't have to go through any trouble at all after having called the cops on him.
