You go to the police and tell them that he wont give it back. it is highly illegal to hold somebody elses passport. If you apply for a new one you will have to pay all over again. It sounds to me like your ex is a childish bully who needs a good slap.
I'm sure a visit from the police about your passport will scare the crap out of the little pr*ck.

The passport does not belong to the individual person, it belongs to the crown. You should contact the police in the first instance as this is clearly theft.
If you already have a current passport, you cannot apply for another.

1) try and get it back by reasonable methods. mention to him that youn are required by law to report your passport as stolen.
2) if that doesn't work, you havbe to report it as stolen to the police, as it could be used in an illegal activity.
3) even if the police do nothing about trying to recover it, you will at least have a crime number, which you may need to get a new passport

Report your passport stolen. Go to the police and get a case number then go to passport control and ask for forms to reapply show them the case number.

Threaten to report him to the cops as 'stolen', if he doesn't give in, then report him to the cops, get their number, and go to the passport office, or even try the passport office over the telephone, and see.

Firstly tell him if he doesn't give it back you will report him as having stolen it!
If that doesn't work get the form from the post office, it should tell you there as to how to get a replacement for a lost/stolen passport.

Don't apply for a new one, they're too dear, it's over £50 for an adult passport now. Tell a solicitor to instruct him to give it back. You can get this done for free.
