Yes, as long as the seat is fitted properly.
Remember that vans are basically just boxes on wheels though, and as such are not as safe as cars, they don't have crumple zones, or side impact protection, and the airbags are not designed with baby seats in mind.

If it has a seat that the kiddie seat can be attached to it would be perfectly safe. Perhaps even safer than a car, because in an accident the heavy vehicle ALWAYS WINS!

i spose it all depends on forward or rear facing seat, the seat belt nd whether the van has passenger airbags really
